REASON FOR DECISION: To take forward a commitment to begin work on the production of a longer-term strategic plan. 

Minutes:

Councillor Ben Chapelard, Leader of the Council, William Benson, Chief Executive and Ian Hirst, Head of Digital and Communications who presented the report set out in the agenda.

 

Discussion and questions from Members included the following:

 

-       Everybody would have the opportunity to see the draft Strategy and make comments.

-       Comments from employers, employees, community groups, parishes etc.  would be particularly welcome on the statement about sustainable growth.

-       The Local Plan was progressing.  Inspectors hearings would take place soon, with modifications taking place later in the year.

-       Work was starting on the Cinema site.

-       There were ongoing developments in Hawkhurst, Frittenden, Paddock Wood and Tunbridge Wells.

-       The Council was working with Kent County Council, Central Government and other organisations on planning, housing, infrastructure projects, flood risk and active travel, including cycling and walking. 

-       There were also a number of plans, including the AONB Management Plan and Neighbourhood Development Plans that the Council were developing and supporting. 

-       It was hoped that the Strategy had covered all the issues of concern across the Borough, but if it was wrong, or didn’t reflect the wishes and desires of residents, they were encouraged to take the opportunity to respond to the consultation.

-       Similarly, the 6 bullet points related to Community Wellbeing were equally important, including sports facilities and playing fields, community facilities, safety and the provision of modern healthcare facilities.

-       Services suffered from diminishing resources and an ever growing demand.  It was therefore important to maintain good partnership working to ensure the Borough continues to be a safe place to live.

-       The inclusion of the Climate Change action was very important.  The work undertaken now would ensure the continuation of a vibrant Borough for the next generation.

-       The Strategy was an opportunity to face the immense potential for a brighter future for the Borough. 

-       The consultation aimed to be very user friendly, with options to rank the importance of various themes and determine which ones would have the greatest impact. 

-       The consultation would also include a section that asked what residents felt they could contribute to the commitments included in the Strategic Plan.

 

RESOLVED:

 

1. That the draft Strategic Plan be noted.

 

2. That the draft Strategic Plan go out for public consultation be approved.
