Announcement on procedural matters.
The Chairman opened the meeting and outlined the procedures for this Sub-Committee hearing. He introduced the members of the Sub-Committee panel, the officers in attendance, Mr B Wates on behalf of the applicant Tunbridge Wells Football Club and Mr G Jarvis, who had registered to attend and reiterate his submitted objection.

Mr Packham, the Licensing Officer summarised the facts, relevant representations and matters relevant to the local authority licensing policy statement and statutory guidance in relation to the application. This information had been provided in more detail within the agenda report.
Members of the sub-committee had the opportunity to ask Mr Packham questions of clarification and ascertained that there had been no previous complaints in respect of potential licensing issues.
Mr Wates, the Commercial Manager at Tunbridge Wells Football Club presented the background and details of the application, a copy of which had been attached to the agenda report. Members of the Sub-Committee had the opportunity to ask questions and ascertained further clarification regarding the number and likely type of events to be held and the management and control of the events and attendees.
Mr Jarvis expanded on his objections to the application which had also been provided as an appendix to the agenda report. Members of the Sub-Committee also had the opportunity to ask Mr Jarvis questions. Mr Jarvis advised that there had been complaints in the past but the residents concerned had since moved away. Whilst he had not made any official complaints, he related that there had always been noise from football matches and the club would be better located in a non-residential area. There was also noise and litter and anti-social behaviour following drinking and late night events at the clubhouse. In particular he drew attention to an occasion in 2009 when the police had attended the club and a recent occasion when he found a fire extinguisher from the club in his garden. He also queried the available parking capacity if the car park itself were used to hold outdoor events.
Both parties had the opportunity to make final statements to the Sub-Committee. It was also clarified that the forthcoming event publicised to take place on 8 June 2019 was being held under a Temporary Events Notice.
Members of the Sub-Committee retired to discuss the application accompanied by the Council’s legal representative and the Democratic Services Officer.
Decision: The hearing was reconvened and the Chairman read out the Sub-Committee’s decision to approve the application, subject to conditions. They gave their reasons for the decision and further recommendations. A copy of the decision notice was provided to both parties.
RESOLVED – That the application be granted subject to the conditions and recommendations as set out in the decision notice as appended to these minutes.
