The Chairman opened the meeting, introduced members of the Sub Committee panel and the officers in attendance.

Review of application for Hackney Carriage/Private Hire Driver's Licence

Exempt by virtue of paragraph 1 of Schedule 12 of the Local Government Act 1972 (as amended): Information relating to the financial or business affairs of any particular person including the authority holding that information

Licensing Officer, Trevor Horner,  outlined the content of the report as set out in the agenda.  This also included the Exempt Appendices which the Panel had the opportunity to read in full.

 

·         The Officer requested that the following error within the report and the subsequent correction be noted: Section 2, paragraph 2.1 of the report notes that the applicant applied for a dual driving licence in December 2023. However, the applicant in fact applied for a dual driving licence in February 2023. The applicant and their legal representative had been notified of the error in advance.

 

·         It was confirmed that the applicant cooperated fully with the application process.

 

·         The applicant, his legal representative and character witnesses were given the opportunity to make a statement and responded to the questions raised. 

 

·         The applicant’s legal representative gave a closing statement.

 

·         The Members of the Licensing Sub-Committee retired to discuss the application accompanied by the Council’s legal representative and the administrator for the meeting.

 

·         The hearing was reconvened and the Chairman read out the Sub-Committee’s decision.

 

RESOLVED – That, in accordance with the provisions of Sections 51 and 59 of the Local Government (Miscellaneous Provisions) Act 1976 and Section 46 of the Town Police Clauses Act 1847, the application for a Hackney Carriage & Private Hire Driver’s Licence be granted.
