There were no Visiting Members who had registered to speak at the meeting.

To approve the minutes of a previous meeting as a correct record. The only issue relating to the minutes that can be discussed is their accuracy.

Members reviewed the minutes.  It was noted that the minutes should have included apologies from Councillor Hannam.

 

RESOLVED – That with the above amendment, the minutes of the meeting dated 11 February be approved as a correct record.

Madeira Park and Warwick Park Conservation Area Designation and Supplementary Planning Document pdf icon PDF 135 KB

Mrs Debbie Maltby, Conservation and Urban Design Officer introduced and summarised the contents of the report.  She confirmed that responses to the consultation undertaken where almost overwhelmingly in support of the proposal.

 

There were 2 members of the public from the Warwick Park Residents’ Association as listed below who had registered to speak.  They each made statements in support of the Madeira Park and Warwick Park Conservation Area Designation and Supplementary Planning Document.

·         Dr Irene Fairbairn

 

Members of the Committee raised a number of queries including matters relating to reduction of carbon emissions, photovoltaic panels and permitted development such as fencing.  Mrs Maltby advised that for the most part these were dealt with otherwise by planning policy or other more specific legislation.

 

All members strongly supported the proposal and congratulated officers on the work undertaken.

 

RESOLVED

 

1.    That the consultation responses to the draft Madeira Park and Warwick Park Conservation Area Appraisal and Management Plan, as at Appendix B to the report, be noted;

 

2.    That the designation of the Madeira Park and Warwick Park Conservation Area be approved; and

 

3.    That the Madeira Park and Warwick Park Conservation Area Appraisal and Management Plan, as set out at Appendix A to the report, be approved for publication and adopted as a Supplementary Planning Document for use in planning decisions and to inform and supplement planning policies of the Council.
