Response to the Inspector's Initial Findings Letter on The Local Plan pdf icon PDF 438 KB

The registered speakers gave their responses to the plan:


Stewart Gledhill was registered to speak. Comments included the following:

·         Concerns were expressed regarding time taken and costs incurred by the continued pursuance of the Tudeley Village option following the inspector’s letter. 

·         Save Capel were in support of the progression of the Local Plan but concerns remained regarding the development strategy for East Capel and Policy SS1.

·         The high volume of evidence provided by officers in was acknowledged but clarity and completeness of all items was queried. It was suggested that Members may wish to seek further clarity on costings when considering recommendations.

·         It was requested that Members accept the revised plan with the removal of Tudeley Village; develop a sustainable plan; any public consultation would not start before mid-January 2024 to allow the community time to return to a normal routine after the Christmas holiday period.


Chris Wise was registered to speak. Comments included the following:

·         Concerns were expressed regarding the costs incurred by the Council by continuing to pursue Tudeley Garden Village (TGV).

·                  The cost of consultancy fees and charges was raised as were the costs associated with council employee’s time.

·         It was suggested that to address the shortcomings of TGV, as set out in the Inspector’s letter,  would likely require significant additional funding and would incur additional delay without any certainty of delivery and a high degree of risk.

·         The council decision to invest further funds in finding answers to the Inspector’s questions when TGV was not a viable option was questioned.

·         It was requested that Councillors reflect on the decision making process, the level of information available to them and monitoring of costs, for TGV and future projects, to avoid any costly mistakes being made.


Don Kent was registered to speak – his statement was read by the Clerk. Comments included the following:

·         It was stated that the Environment Agency tests - noting that there should be no development within flood zones - did not appear to have been given consideration within the plans for Paddock Wood. The Inspector’s view that all alternatives had not been given consideration was also noted. Updated flood modelling requirements from The Environment Agency were now available but had not been utilised in the plan.

·         Redrow and Persimmon developments were identified as being adjacent to Flood Zone 2. It was suggested that some proposed properties within these developments would need to be raised to avoid being flooded which contravenes the inspector’s view.

·         It was further noted that the proposal for a sewage works also abutted Flood Zone 2 which was observed to be against the Inspector’s wishes. Concerns were expressed about the possible release of treated sewage into the Rhoden Stream which was noted to already flood on occasion due to constraints of the culvert.

·         The concern was expressed that permission for the developments was granted on unsound flood risk advice and reassurance was sought that the residents of Paddock Wood could trust and risk assessments undertaken regarding the housing development and  ...  view the full minutes text for item PT25/23
