Review of Empty Homes Policy 2023-2028 pdf icon PDF 191 KB

Councillor Hugo Pound, Cabinet Member for Housing and Planning gave an overview of the report and introduced Sue Oliver, Private Housing Manager who presented the report as per the agenda.


Member questions and Officer clarification included:

                 i.          The Council was required to set up a housing assistance policy which set out the allocation of funding from the Better Care Fund that was predominantly mandatory disabled facilities grants, but within that there was other funding that offered empty home loans with a condition that we received nomination rights for three years. The rent was set at the Local Housing Allowance rate. The Kent County Council No Use Empty initiative provided interest free loans without the condition for nomination rights

                 i.          .

                ii.          It was agreed that the quarterly figures that showed the loans for the Kent area that went on affordable housing would be fed back to committee Members outside of the meeting.

               iii.          The suggestion of a scheme where the Council proactively approached empty home owners and supplied them with a tenant for a period of time was welcomed. It was advised that Stuart Clifton, Housing Services Manager would be contacted for information on how that could work.

              iv.          Details on how to contact the Private Sector Housing department and the process on how to raise a complaint related to empty properties was advised.

                v.          It was agreed that the title for paragraph 2.91 which should read Complaints would be entered into the report.

              vi.          Some Members highlighted that they were Members of the Housing Advisory Panel and had reviewed and discussed the report in previous meetings of the Panel.
