This should not be a one off project but form part of an ongoing commitment to increase installation as part of emissions reduction obligations.
Council should also:
1. Undertake a report to ascertain how we can deliver on this
ambition in the shortest reasonable timeframe and with minimal
impacts on council budgets.
2. Consult with other councils and associated commercial providers
who have launched extensive kerbside charging schemes on
practicalities, impacts and efficacy.
a. This should investigate the use of lampposts, roadside cabinets
and wireless roadside charging points
b. This should include transparent cost impact analyses of moving
street furniture where required in relation to the deliverance of
Government policy aims and health and well being benefits
3. Ensure that our authority works with relevant government bodies
and partners to identify latent demand and suitable installation
sites, spread evenly across the borough.
4. Identify and apply for external funding, such as central
government’s OLEV On-Street Residential Charge Point
Scheme.

Tunbridge Wells Borough Council is already working in partnership
with Kent County Council to progress electric vehicle charging in
its Borough.
A rapid charger is due to be installed along Mount Pleasant Rd, with one space dedicated to Taxi charging and the other space for general public use. Further similar charging is also being progressed in Paddock Wood.
The Council is also exploring options to install EV charging in its car parks, with identified locations being reviewed by UKPN for capacity. This will in due course enable procurement to be undertaken as part of a Framework agreement with KCC.
In terms of on street charging, the local authority does not have control over EV charging on the Highway this would need to be in conjunction with KCC. Currently only in very exceptional circumstances and meeting specific criteria will charging be permitted on the highway as approved by KCC.
KCC current position statement on highways charging:-
"At the moment there is no widespread, safe solution that can be
adopted to provide EV charging on the highway. We continue to
monitor technology advancements and will review the situation as
new solutions come to market. KCC continues to focus on delivering
Charging hubs, Rapid Taxi chargers and Parish chargers for local
need as the means to provide widespread coverage quickly, while
leveraging private sector investment."
All new developments are also required to install EV charging, for instances 4 EV parking spaces will soon become available in Yew Tree Road car park in Southborough as part of the Southborough Hub development.
Parking services will continue to work in partnership with KCC
to progress EV charging.
